Supervises one or more Clinical Research and Development Operations IT Business Partners, Business Analysts, Contractors, and/or other IT staff working in the Clinical R&D area.

Responsibilities include, but are not limited to, the following:

Translate the understanding of our Clinical Research and Development business strategy, processes and business challenges to actively seek out ways to apply technology to business projects and processes, and ensure technology investments are aligned with business strategies.

Build strategic technology plans for each Clinical function and works with the Global Head Clinical R&D Operations and the leadership team to identify how that plan fits with the plans of other business units and builds an integrated technology plan with efficient processes for the corporation.

Lead a cross-functional team of IT and Clinical R&D professionals in the management of all relevant business systems throughout the full life-cycle of each system in the Clinical R&D portfolio at Celgene globally.

Build strong relationships with executive management teams. Influence strategic thinking to make use of technology to improve operational efficiency and competitive advantage.

Meet with Clinical Research and Development and customers to understand requirements for new solutions and to understand the impact of those solutions on existing and/or new systems.

Establish and manage the foundational capabilities for Enterprise Data Management that drive the use of data, information, and knowledge for the Clinical R&D and Clinical Operations organizations. This will require strong partnership and facilitation with both business and IT colleagues in Data Governance, Data Quality, Master Data Management, Data Integration, etc.

Understand business processes and identifies opportunities for improvements or redesign, and the implications from leveraging technology.

Apply appropriate financial concepts (e.g. ROI, Cost/Benefit) to determine business implications of technology decisions. Measure and report on value of investments after implementation.

Formulate approaches and solutions that achieve desired business objectives, including defining system scope and objectives and assisting with business case justification and presentation to Executive Management.

Provides direction and influence for continuous improvement of existing processes leveraging technology.

Prepare and maintain IT annual operating expense and capital budgets for business units.

Evaluate unit and employee performance and prepares appraisals (if applicable).

Functional Knowledge includes, but are not limited to, the following:

Proven ability to identify and deploy solutions to enhance the effectiveness of a Pharmaceutical Clinical Development organization; including but not limited to the following in the Clinical Development setting:

  • Electronic Data Capture and Clinical Trial Management Systems

  • Clinical Data Repositories

  • Clinical Portal and Trial Site Management

  • Metadata Repository and Clinical Data Standards (e.g., CDISC)

  • Clinical Analytics and Reporting

  • Clinical Systems Integration

  • Clinical Enterprise Information Management – including Master Data Management (MDM), Data Governance, Data Quality, Data Integration

  • Business Change Management and/or Performance Improvement

Location and Travel :

This position is based in Summit, New Jersey and requires some amount of business travel (10 - 20%).

Qualifications

Prerequisites:

•12+ years working with a Clinical Development organization within a BioPharmaceutical

•7+ years of Information Technology experience with Clinical Development systems – Electronic Data Capture, Clinical Trial Management Systems, Clinical Data Repositories, Protocol Authoring, Clinical Analytics, etc.

•Working knowledge of Enterprise Information Management disciplines (e.g., Data Governance, Master Data Management, Data Quality) and their application to Clinical R&D

•Familiarity and experience with application of industry and regulatory data standards within the Clinical domain (e.g. CDISC, OMOP)

•Ability to work with business functions to incorporate and establish critical business KPIs and Metrics that facilitate data driven decision making and continuous improvement within business area.

•7+ years of IT project management experience or general management including project financial responsibilities

•Bachelor’s or Master’s Degree in Computer Science or Information Management Technology or a Life Sciences discipline, and/or,

•Management or Technology consulting experience in a major consulting company servicing Pharmaceutical R&D and/or Clinical Development organizations
