Summary:

The Portfolio Manager role will be aligned with Corporate functions (including Finance, Legal, HR, Corporate Affairs, Compliance, Franchise Operations and Business Development), support the IT lead Business Partner, and work closely with the IT Business Partners and business clients to understand key goals, strategies, initiatives and business priorities. The Portfolio Manager role will actively manage the PMO team, made up of program and project managers driving the Corporate group portfolio’s key program and project execution against the business’ priorities. In addition, the Portfolio Manager will:

•Assist the IT Business Partners and the business in the formulation of executive program and project charters and related EPM documentation for ideas, projects and programs for the Corporate group’s project portfolio and help guide them in determining what constitutes a program or project

•Work closely with the IT Business Partners and business on project portfolio backlog prioritization and pipeline grooming, project planning and sequencing, and budgeting

•Manage the Corporate group’s PMO program and project managers:

  • Monitor program and project-related issue, risk and dependency tracking and coordination

  • Work closely with peer PMO Portfolio Managers to anticipate challenges, actively identify and manage cross-team dependencies

  • Unblock or escalate issues as appropriate, in a timely and collaborative manner; oversee mitigation

•Provide management oversight of vendor-supplied project managers for all major “turn-key” programs and vendor-supplied project managers to ensure Celgene has timely visibility into the status of progress, and the PMO can effectively coordinate integration and other internal team dependencies to drive successful delivery, implementation and adoption. For major programs, this will also mean serving on Steering Committees and closely aligning additional PMO resources as needed to ensure success

•Report on the status of the Corporate group’s portfolio, and provide IT Business Partner and stakeholder transparency into program and project status, accomplishments, issues and risks, and next steps on a regular cadence, with event-driven updates as needed

•Oversee demand management, ensuring that project managers work closely with solution architects to give the IT build and run teams in GPT and GDS early visibility into upcoming demand related to the PMO-managed programs and projects for the Corporate group organization

•Support the Business and Business Partner in portfolio prioritization and rationalization activities, adding value by providing expertise in the methodologies and best practices employed, while simultaneously understanding the business context and strategic drivers

Additional responsibilities will include, but are not limited to, the following:

•Depending on the size and complexity of the Corporate group’s Portfolio, the Portfolio Manager may also act as a Program Manager on key programs and initiatives

•Work with PMO Management and peers to drive innovation and best practices within the PMO, optimizing processes, systems and reporting (serving as part of the PMO Round Table). Manage related special projects to drive continuous improvement

•Actively manage, coach and mentor 4 - 10 Project and/or Program Managers (including consultants and employees) who will be direct reports to the Portfolio Manager, reside within the PMO organization and be aligned to serve the Portfolio Manager’s Corporate group. Delivery of a clearly articulated PMO vision, as well as training and mentoring of these program and project Managers will be critical aspects of the role.

  • Direct and coordinate activities of PMO personnel serving the Corporate group to ensure projects and programs progress on schedule, within budget and deliver the expected value

  • Resolve conflicts in assigned duties, responsibilities, and scope of authority impacting PMO personnel

  • Set expectations that Program and Project Managers should clearly understand the business requirements of their projects and serve as an advocate for the business throughout the project lifecycle, including participating in and observing UAT

  • Manage PMO resource planning, balancing and adjustments across projects and programs within the Corporate group portfolio

  • Coach program and project managers to anticipate challenges, manage dependencies, issues and risks that could impact their projects and programs

  • Advise the PMO team on the optimal program and project execution approach, leveraging previous experience and the PMO’s Lessons Learned database

  • Review Requests for Proposal and Statements of Work for programs to ensure best practices and policies are being followed

  • Ensure the Corporate group’s project and program management resources have completed mandatory training and encourage/provide ongoing training and development for continuous improvement toward goals

  • Provide formal reviews and frequent feedback to Corporate group’s project and program management resources to promote growth and improvement; elicit feedback from the Business Partners on team performance

•Ensure program and project level “lessons learned” and retrospective activities are conducted and acted upon, with a focus on continuous service improvements within the PMO, the IT organization, and supporting service areas

•Elicit goals, objectives, strategies and priorities from the Business Partner and business clients, and be prepared to adjust in an entrepreneurial environment where priorities may change swiftly

•Manage Stakeholder training and ensure Stakeholder understanding, commitment and resourcing is in place for projects and programs to progress successfully

•Coordinate and oversee project and program-related budgeting, estimation, tracking, forecasting and re-forecasting

•Validate accuracy of the schedules and financials represented in EPM reporting for the Corporate group portfolio, and monitor PMO compliance reports to ensure data is accurate and timely, updated weekly and on an event-driven basis for PMO-managed programs and projects

•Ensure the quality and on time delivery of PMO artifacts related to the Corporate group’s programs and projects, as well as timely execution of SDLC gate processes

Qualifications

Required:

•15+ years of experience in Information Technology, with progressively increasing responsibilities in delivery, project, program and portfolio management

•Bachelor's degree in computer science, business administration, engineering or a related discipline

•PMP or Prince2 certification

•Experience with PPM tools and BI management reporting

Preferred:

•Advanced degree (MBA, Masters in Operations Research or similar discipline)

•Training and experience with Agile development practices

•Agile CSM or PSM Certification

•Pharmaceutical, biotech or regulated industry experience

•Experience with growth-stage companies

•Experience in a similar Corporate group organization

Skills/Knowledge Required :

Knowledge and Experience

•Subject Matter Expertise in Project Management Office, SDLC and governance best practices

•Firm understanding of software development and configuration processes, including requirements gathering, analysis/design, planning, development tools/technologies, testing methodologies, release/version control, deployment management, disaster recovery planning and testing, post-production hardening, and transition to run operations

•A track record of high quality, successful, large-scale, complex, on time and on budget delivery of major programs and projects that comprise a portfolio

•Experience managing large-scale vendor-implemented packaged software projects and programs

•Excellent oral and written communication skills, as well as ability to present and explain technical information in a way that establishes rapport, persuades others and gains understanding

•Experience with both Waterfall and Agile development methodologies

•15+ years of progressive experience in IT project, program and portfolio management
