Overview of position

The Senior Director of U.S. Public Policy will lead the development and execution of public policy advocacy strategies to optimize patient access to and commercial success of Celgene’s current and future portfolio. The position will manage the U.S. Public Policy department, focusing on creating and articulating public policy positions at the state and federal level which support business objectives and are impactful, executable, and measurable. He/She will work in close coordination with the State and Federal Government Relations teams, other members of the Corporate Affairs and Market Access group as well as colleagues from the disease franchises.

Responsibilities will include, but are not limited to, the following:

  • Develop and execute effective strategies for the U.S. Public Policy department and align those strategies with company goals and objectives.

  • Lead a team of individuals with extensive operational knowledge of health policy and public affairs.

  • Serve on the U.S. Government Relations & Policy leadership team.

  • Identify opportunities for and manage research studies, analyze data to develop and support Celgene’s public policy positions impacting access to treatment; Create communication plans to drive reach and impact of policy and economic studies.

  • Develop public policy advocacy strategies in coordination with the State and Federal Government Relations teams to execute on Celgene’s U.S. public policy priorities. Drive implementation to optimize patient access for Celgene’s current and future products.

  • Facilitate internal workgroups and committees focused on cross-functional collaboration to identify public policy priorities and develop plans to positively impact the policymaking process.

  • Analyze legislation and assess changes and trends in the U.S. public policy environment that impact the business operating environment for Celgene’s current and future portfolio.

  • Serve as a subject matter expert for engagement with policymakers, advocacy groups and coalitions on key health policy issues.

  • Develop tools that can be used the State and Federal Government Relations teams as well as external partners to advocate for public policy priorities.

  • Educate internal stakeholders on the impact of legislative and regulatory policy changes on Celgene’s portfolio and patient access to treatment. Prepare briefings and materials for senior management to use for engagement in the trade associations and with policymakers.

  • Develop public affairs strategies to advance identified public policy priorities at both the state and federal levels.

  • Measure the effectiveness and impact of Celgene’s public policy advocacy on the public policy environment and on product performance; develop and track key outcomes and deliverables; and develop and manage program budgets.

  • Ability to travel (about 30%).



Required Education & Experience:

  • Bachelors' degree in political science, health policy or related field required. Advanced degree in public policy, law or related discipline a plus.

  • At least 10 years of experience in health policy, government affairs, reimbursement, or consulting in the Biopharmaceutical or Healthcare Industry. (Knowledge of or previous experience in hematology/oncology and inflammation/immunology disease areas a plus)

  • Successful candidate must demonstrate excellent collaboration skills, and deep knowledge of the Affordable Care Act (ACA), Medicare, Medicaid, VA/DoD healthcare and the private health insurance market.

  • Comprehensive understanding of health policy trends and experience in conducting policy analyses.

  • Excellent written and spoken communication skills, specifically in articulating key policy messages and explaining the impact of public policy on the business and patient access to medications.

  • Knowledge of marketing brand drivers and the ability to shape the environment to support those drivers.

  • Experience overseeing programs or campaigns that advance public policy objectives through public affairs and government relations.
