This position independently manages the assessment, selection, negotiation, execution of contracts and relationship management of vendors providing externally contracted services managed by various Celgene departments. He or she will oversee the entire Outsourcing process from Request for Proposal (RFP) to final contract. Has strategic vision and demonstrates leadership skills. Is experienced and comfortable leading/overseeing complex initiatives of high dollar value from inception through to implementation. Demonstrates ability to handle global projects through established interactions with all regions as required. Oversees collaborations with all required departments to draft project and study-specific RFPs. Shows confidence and competence at handling tenuous or challenging relations.
The successful candidate will demonstrate proficient knowledge of the industry, vendor base, and regulatory issues. Builds content of the contract; negotiates multi-layered terms. Focuses at the service, study, and program level. Works across all phases of clinical trials, across programs, and at the local and cross-regional level. Provides critical evaluations and implications of decisions. Develops sourcing strategies to build a good vendor base. Understands vendor relationships and works closely with the Relationship Management Team.
Responsibilities will include, but are not limited to, the following:
Provides consistent performance on the strategic procurement activities involving the assessment, selection, negotiation and management for externally contracted services. Anticipates and prevents issues and creates back up plans.
Acts as liaison within Finance, Legal and other internal Celgene functions and outside consultants to resolve issues and provide information, as required, facilitating contract negotiation and issue resolution ensuring that such contracts are consistent with Celgene quality, business, and corporate business objectives.
Oversees the CRO outsourcing vendor selection process by managing the on-site operational assessment of vendors being considered.
Prepare and maintain contract documentation files to ensure inspection readiness. Update database with all agreements/contracts/budget information.
Identifies and recommends additional measurable cost-reduction programs for potential future development and implementation.
Persuades and influences CRO counterparts and internal stakeholders. Coaches and mentors. Provides expertise and understanding of procurement principles, legal language and vendor selection criteria.
May lead the development and implementation of new processes, procedures and/or systems to improve organizational efficiencies and cost controls. Responsible for the development and management of other ad hoc special projects as they arise. Required to keep informed of industry trends and newsworthy happenings, company product pipeline progress, and overall financial position of the Company.
Generate/improve/standardize contract and budget templates; and track change orders and budget modifications. Establish/monitor cost metrics; contract database and evaluation tools. Coach junior team members in managing outsourced projects. Participate in vendor site audits.
Facilitate/improve CRO/provider management, contract negotiation and change order management to increase project efficiency, quality and the timely achievement of deliverables; monitor consistency across providers and programs and ensure cost-effective outsourcing. Establish quality metrics and vendor key performance indicators. Resolve issues related to vendor/sponsor conflict.
Executes and delivers on Corporate objectives with limited manager supervision.
Perform other duties as assigned by management.
Proficient knowledge of international drug development processes, FDA, ICH, GCP regulations and guidelines
Proficient with contract T&Cs, budgets, finance and financial negotiations.
Proficient computer skills, oral and written communication and multi- tasking
Comfortable with working in a team environment
Experienced in RFI/RFP development and proposal evaluation
Strong organizational, planning, negotiation, financial management, analytical and influencing skills
Ability to establish and influence team timelines and expectations
Ability to function in a matrixed organization
Minimum qualifications for a Senior Manager:
BA/BS degree in life sciences, business, Finance, or equivalent
6+ years in pharmaceutical industry; 4+ years outsourcing
MBA/MA, 2+ years in the pharmaceutical industry; 2+ years outsourcing
Minimum qualifications for a Manager:
BA/BS degree in life sciences, business, Finance or equivalent with a minimum of 6 years work experience
4+ years in the pharmaceutical Industry; 3+ years in outsourcing and/or Finance supporting Phase I –IV clinical trial services
Experience in oversight of CRO study execution required
