Reporting to the Senior Director of Market Access, the Director of External Affairs role has the responsibility and accountability for managing a field team of External Affairs Managers to achieve market access goals designed to maximize reimbursed patient uptake, maintenance and enhanced access to Celgene brands by public and private payers. The successful candidate will have significant leadership capabilities and will be knowledgeable in relevant areas of Government and Private payer reimbursement operations and decision making. The ability to leverage key stakeholder relationships and to communicate effectively both externally and internally will be required.

Responsibilities include, but are not limited to:

  • Driving external and government affairs strategic plans and activities that align with and support market access objectives to ensure early and optimal patient access to our products, at all stages of the lifecycle, and ensuring superior execution of plans;

  • Developing unique funding strategies for early and broad introduction of innovative medicines;

  • Contributing to the success of the market access team by active participation in departmental strategic planning and by working closely market access leadership team;

  • Leading External Affairs and Private Payer Managers, related to performance, market access competencies and individual development;

  • Providing relevant insights on reimbursement and public policy strategic issues to the Market Access Team, Business Units, Therapeutic Area Teams and to colleagues/teams across the organization;

  • Providing strategic insights and recommendations on provincial and federal public policy issues to relevant internal colleagues/terms across the organization, and as required, representing Celgene on policy issues with government and industry associations;

  • Developing with Market Access and Commercial teams, product value messages and supporting materials focused on key external payer stakeholders and for providing related training for External Affairs Managers;

  • Securing and maintaining product listing agreements with governments and other payers in an expedited manner;

  • Regular communication with all payers and payer stakeholders to describe the value of product listing and positive impact on patient and healthcare system

  • Cultivating strategic relationships with higher level officials in the government and elected representatives, to cultivate a favourable business environment for Celgene at the reimbursement and public policy levels;

  • Creating strategies to maximize late stage product lifecycle and loss of exclusivity, either through enhancing market access partnership opportunities in hospitals, and with buying groups and cancer agencies or through successful tendering opportunities;

  • Promoting Celgene as a leader in the industry and a strong partner of government to positively shape our business environment, consistent with customer needs.

Skills/Knowledge Required:

  • BSc/BA required; science and/or political science degree helpful but not required

  • Minimum 15 years’ experience in the pharmaceutical/biotech industries required, with 5-10 years government and external affairs experience at the management level

  • Demonstrated people management experience required

  • Established external stakeholder network

  • Oncology, and/or inflammatory and/or immunology market experience preferred

  • Proven track record of developing and implementing innovative strategies for unique challenges with successful outcomes

  • Bilingual (written and spoken) English and French, an asset

  • Highly motivated self-starter with ability to perform in a fast-paced, ever-changing environment

  • Proven leadership skills

  • Collaborative with a team-focused mindset

  • Key account management skills including contracting and negotiating

  • PC literate including Word, PowerPoint, Excel skills

  • Excellent oral and written communication skills required

  • Willingness to travel domestically and internationally (30%+)
